2.Risk Assessments

We wish to express our sincere thanks to schools for their work to prepare for reopening and the careful and considered approach to risk assessment (RA) over the last few weeks. Following yesterday’s survey which 65 schools have replied to so far, we know that 33 schools are planning to be open more widely next week w/c 8 June, and 54 schools are planning to be more widely open w/c 15 June. In general we are seeing schools starting with just one or two year groups and building up over time, learning from experience.

As more information becomes available this can be considered by schools for their RAs, including the Public Health Toolkit circulated 4th June.

We recognise that for community/VC schools, there have been frustrations in waiting for LA feedback following the corporate checks; most schools which submitted RAs have now received feedback. The aim of the feedback is to support schools in developing their plans further and flagging possible gaps. We appreciate that because something is not included in a RA, it does not necessarily mean that a school hasn’t thought about it.

Here is some headline emerging feedback from the reviews this week. We will seek to provide more detailed feedback in the coming weeks.

a)A significant majority of RAs reviewed provided assurance that schools are putting in place suitable and sufficient control measures to enable schools to open safely to more pupils. Typically this means that clear and specific control measures are identified. Attached is an anonymised section of one RA which we found helpful – this is just one example, there are many more

b)It is helpful to have a before and after RAG rating which is based on assessment of both the likelihood or a risk occurring and the impact (see appendix of the Newham risk assessment template for details). This provides clarity to the school on those risks where limited mitigating actions have been identified and more may be needed.

c)Where RAs need to be developed further, it may be because particular key elements of government guidance are not addressed at all or not sufficiently; or because the control measures are not clear on whether the school has considered how it will mitigate a risk. Examples of commonly missing control measures include:
.Review of Fire Arrangements and how they will be managed
.Defining the requirements for use of Personal Protective Equipment
.Specifying cleaning details e.g. all touch points including door handles, table surfaces etc will be cleaned morning/mid-morning/lunchtime/after school by the cleaner.
.Details of cleaning of play items: Soft toys or toys not easily cleaned have been removed. All easily cleaned toys are cleaned with sanitising wipes after each session by the class teacher etc

7.Next Steps

  • Community/VC schools opening to more pupils next week w/c 8 June should have received feedback. There is no need to resubmit risk assessments unless you have been asked to do so.
  • Schools planning to reopen to more pupils from w/c 15 June will receive feedback early next week (where not already given).
  • Secondary schools (community schools only) are asked to submit their risk assessments in advance of opening to more pupils, please give a minimum of three working days for feedback.
  • Please send risk assessments to HealthSafetySupportTeam@onesource.co.uk
  • Please include the following as the subject line of the email stating your likely earliest re opening date, so risk assessments can be prioritised: Newham schools COVID 19 R/A – [insert date]
  • As previously advised, cluster groups will now be scheduled for maintained schools to provide peer support and moderation – they will be scheduled for next week where possible.
